In Part I, it was revealed that at the end of the Cold War, a binding General Agreement on Cooperation was negotiated between The Council of Ministers of the Russian Socialist Federative Republic (Russian Federation-Moscow, including newly emerging Russian Officials) and New Republic/USA Financial Group Ltd. GES.m.b.H. (Austria).
This binding General Agreement specified that each party would refrain from interfering in the borders or bordering nations of each other. Lee Wanta was the point man for these negotiations and was appointed by President Ronald W. Reagan to serve as his personal Secret Agent under the Totten Doctrine (92 U.S. 105, 107 [1875]).
America’s recent covert interference in the Internal Affairs of the Ukraine are a direct infringement of this standing General Agreement on Cooperation. Despite the fact these actions have been motivated and provoked by the hijacking of American Intel by Israeli-American Dual Citizens, nonetheless they still constitute a serious violation.
It is now known that various mercenary Cutouts and Gladio related terrorist/demonstrator/protestor/mercenary groups have been deployed in a lawless attempt to generate yet another Color Revolution, this time one that they hoped could either bring down the Duly Elected Government of the Ukraine or force what was left into the European Union (EU) to be under the direct control of NATO, the controllers of Gladio “Left behind Army Operations”. If not successful at that, then at least the Ukraine could be Balkanized into separate states.
In Part I, an attempt was made to include numerous supporting Documents, but this was only successful in small part. In Part II below is the rest of those Documents.(1)

Israel and zionist factions in American Intel & the US Military have been sending in Israeli terrorists and American CIA-trained Al Cia Duh to start a color Revolution and Civil War in the Ukraine.
This is being done to break the Ukraine loose from Putin’s Russia and bring it into the EU so its assets and natural resources can be hijacked by the City of London and Israel in order to bolster their weakening bank balances and international loan portfolios.
This capture of the Ukraine by the EU is essential to weakening Putin’s New Russia and providing an edge for Israel to Balkanize Syria and continue forward with what it considers to be its “must-have” gas and oil pipelines through Syria. As long as the Ukraine remains free of the EU and NATO, this move by Israel to destroy Assad and Balkanize Syria is probably not going to be possible.
It is now exceedingly clear that the War Profiteers of the City of London zio private Central Banksters and their main action-agents and Cutouts Israel and its stateside espionage groups like AIPAC and the like want to manipulate the American War machine into yet another zionist Proxy War for Israel and the City of London Banksters to benefit their associated Defense Military Industrial Complex (DMIC).
The DMIC desperately needs to re-vitalize the Cold War. The reason? Because the USG is now in the process of pulling its military out of the current Israeli Proxy Wars it was tricked into by the 9/11 false-flag attack (inside-job Gladio-style), on the NYC World Trade Center Buildings and the Pentagon.
Top USG leaders and the High Military Command need to pay careful attention to what Lee Wanta has now revealed in Part I and now Part II (this article). They must institute corrective changes immediately and stop this process cold which could easily take America into a reconstituted, re-activated Cold War with Putin’s New Russia.

Conclusion:
This General Agreement of Cooperation was made in good faith and is still in force between the United States of America and The Council of Ministers of the Russian Socialist Federative Republic and New New Republic/USA Financial group Ltd. GES.m.b.H. (Austria) which represented President Ronald Reagan as mandated under Operation Stillpoint. Any covert operations by the United States of America, direct or indirect through Cutouts is a blatant violation of this General Agreement of Cooperation and potentially places the real National Security of all Americans at risk of various serious and potential unwanted conflicts with Putin’s New Russia.
It is now known that President Putin can retaliate for any such American breeches in numerous ways. If NATO is deploying Gladio style false-flag terror ops inside the Ukraine, Putin can easily retaliate by restricting natural gas and gasoline to Europe. And there are other trade and banking corrections that he can utilize.
If push comes to shove and World Zionists and the IZCS that have hijacked the American Congress and American Intel continue to use the American military, American Special Forces and mercenaries to fight proxy wars for the City of London and Israel by use of Gladio Terror in the Ukraine in order to Attempt to start another Color Revolution, it is very unlikely President Putin will just sit back and allow this to happen.
And insiders now believe that President Putin has some remarkably effective new offensive and defensive weapons to deploy if needed.(3) These highly advanced new “Beyond-Black” weapons Systems include the Sunburn Missile System and much much more if needed.
Besides, due to the complete infiltration of Russian deep cover dual citizen agents inside Israeli Intel and access to all Israeli secrets as well as, all NSA raw feeds and communications billing and usage information, President Putin has very good Intel on actual states of readiness inside the US Military machine and Israel’s too.
And because it is now known that most US fire control system CPU have had remotely accessible back-doors installed covertly during offshore manufacturing, these are now extremely vulnerable.
