MISSILE DEFENSE AGENCY

L-3 Communications Integrated Systems, LP, Platform Integration Division, Waco, Texas, is being awarded a $537,971,180 indefinite-delivery/indefinite-quantity delivery order contract consisting of cost-plus-award-fee, cost-plus-incentive-fee, and cost-plus-fixed-fee line items for the Airborne Sensors Program for a five-year base and five one-year options.  Under this contract, L-3 Communications will provide mission support and operations and sustainment for the High Altitude Observatory I, II and III and the Wide-body Airborne Sensor Platform.  This contract was competitively procured via publication on the Federal Business Opportunities website with seven proposals received.  The work will be performed in Tulsa, Okla.  The performance period is from June 22, 2011 through June 21, 2021, if all options are exercised.  Fiscal 2011 research, development, test and evaluation funds in the amount of $12,109,000 will be obligated to incrementally fund the first two task orders.  Contract funds will not expire at the end of the fiscal year.  The Missile Defense Agency at Huntsville, Ala., is the contracting activity (HQ0147-11-D-0014).

NAVY

Blue Tech, Inc.*, San Diego, Calif. (N65236-11-D-4106); CDW Government, LLC, Vernon Hills, Ill. (N65236-11-D-4107); Iron Bow Technologies, LLC, Chantilly, Va. (N65236-11-D-4108); Mercom, Inc.*, Pawleys Island, S.C. (N65236-11-D-4109); Science Applications International Corp., McLean, Va. (N65236-11-D-4110); and Scientific Research Corp., Atlanta, Ga. (N65236-11-D-4111), are each being awarded a $100,000,000 indefinite-delivery/indefinite-quantity, firm-fixed-price, supply contract for the procurement of commercial-off-the-shelf, command and control equipment and related incidental support services.  These contracts include options, which, if exercised, would bring the cumulative value of the individual contracts to an estimated $500,000,000.  Work is expected to be completed by June 2012.  If all options are exercised, work could continue until June 2016.  Contract funds will not expire at the end of the current fiscal year.  The multiple award contractswere competitively procured by full and open competition via the Space and Naval Warfare Systems Center e-Commerce Central website and the Federal Business Opportunities website, with nine offers received.  The Space and Naval Warfare Systems Center Atlantic, Charleston, S.C. is the contracting activity

Hawaiian Rock Products, Mangilao, Guam, is being awarded a maximum amount $75,000,000 indefinite-delivery/indefinite-quantity contract with for paving construction services at government shore-based facilities in Guam.  The work to be performed provides for the construction, alteration, repair, and/or maintenance of asphalt concrete roads, streets, highways, alleys, parking areas, and their associated facility, such as but not limited to concrete sidewalks, curbs and gutters, guardrails, U-ditch, drainage pipe, traffic striping, pavement marking, and related work.  Work will include cold milling, excavation, embankment grading or subbase and base course, compaction, density test, bituminous surface treatment, seal coating, asphalt concrete paving, adjustment of existing utilities and structures and other related work.  The scope of work may involve limited or modified designs to include sub-drawings and calculations.  Work on this contract will be performed in Guam, and is expected to be completed by June 2014.  Contract funds in the amount of $25,000 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online websitewith four proposals received.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity (N40192-11-D-2830).

SD, JV*, Dededo, Guam (N40192-11-D-2820); Glen/Mar Construction, Inc.*, Clackamas, Ore. (N40192-11-D-2821); Legion Construction, Inc.*, Chelmsford, Mass. (N40192-11-D-2822); LM2 Construction Co., Inc.*, Anaheim, Calif. (N40192-11-D-2823); M-80 Systems, Inc.*, Barrigada, Guam (N40192-11-D-2824); Starlight-Shintani-Greenwave, JV*, Honolulu, Hawaii (N40192-11-D-2825); and United Systems Servicing America, Inc.*, Oxnard, Calif. (N40192-11-D-2826), are each being awarded an indefinite-delivery/indefinite-quantity multiple award construction contract for general construction services at federal and military facilities on Guam and outlying areas in the Pacific.  The maximum dollar value, including the base period and two option periods, for all seven contracts combined is $30,000,000.  The work to be performed provides for all labor, materials, equipment, permit and clearances and other incidental work required for the project.  Other incidental work required includes any and all items and considerations necessary to insure a complete and usable final product, including, but not limited to, the necessary design and construction considerations not specifically stated elsewhere in the statement of work.  SD JV is being awarded task order 0001 at $98,800 for the repair of the outdoor deck at building 295, Top of the Mar, Nimitz Hill, Guam.  Work for this task order is expected to be completed by October 2011.  All work on this contract will be performed in Guam and outlying areas in the Pacific.  The term of the contract is not-to-exceed 36 months, with an expected completion date of Jun. 2014.  Contract funds in the amount of $158,800 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website,with 11 proposals received.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.

General Atomics Systems Integration, LLC, Kaysville, Utah, is being awarded a $24,966,217 firm-fixed-price requirements contract for the design, implementation, evaluation, testing, kitting and sparing of lighter brakes, wheels, radial tires and Brake Temperature Monitoring System for the E-6B fleet.  Work will be performed in Kaysville, Utah (65 percent); Oklahoma City, Okla. (25 percent); and Patuxent River, Md. (10 percent).  Work is expected to be completed in September 2015.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals, with two offers received.   The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-D-0005).

Raytheon Technical Services, Co., Dulles, Va., is being awarded an $18,750,163 firm-fixed-price cost reimbursable, cost-plus-fixed-fee contract for support of the Navy Forces Surveillance Support Center Relocatable Over the Horizon Radar System (ROTHR).  This contract contains a one-year base period and three one-year option periods, which, if exercised, bring the total estimated value of the contract to $74,787,220.  Work will be performed in Chesapeake, Va. (40 percent); Kingsville, Texas (30 percent); and Vieques, Puerto Rico (30 percent).  Work is expected to be completed by July 2012.  Contract funds will not expire before the end of the current fiscal year.  This contract was solicited through full and open competition, with two offers received.  The Fleet and Industrial Supply Center Norfolk Contracting Department, Philadelphia, Pa., is the contracting activity (N00189-11-C-Z038).

Lockheed Martin Information Systems and Global Services, King of Prussia, Pa., is being awarded a $13,063,291 modification to a previously awarded cost-plus-fixed-fee contract (N00019-10-C-0064) to exercise an option for software development activity including system engineering, software, hardware deployment and support, and management efforts required to field the Tactical Tomahawk Weapons Control System.  This contract combines purchases for the U.S. Navy ($11,975,644; 98.5 percent), and the government of the United Kingdom ($193,285; 1.5 percent) under the Foreign Military Sales Program.  Work will be performed in King of Prussia, Pa., and is expected to be completed in June 2012.  Contract funds in the amount of $139,490 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Force Protection Industries, Inc., Ladson, S.C., is being awarded a $7,483,368 firm-fixed-price modification under previously awarded contract (M67854-07-D-5031) for a six-month renewal of 55 field service representatives to conduct general maintenance and upgrade operations on Mine Resistant Ambush Protected vehicles.  Work will be performed in Afghanistan, and is expected to be completed by Dec. 31, 2011.  Various contract funds totaling in the amount of $7,483,369 will expire at the end of the current fiscal year.  Marine Corps Systems Command, Quantico, Va., is the contracting activity.

ARMY

Torch Technologies, Huntsville, Ala., was awarded a $48,733,981 cost-plus-fixed-fee contract to investigate, design, develop, and evaluate a scalable simulation enterprise for the Army’s Aviation and Missile Command Research, Development, and Engineering Center.  The location for work will be designated on a task order basis with an estimated completion date of June 17, 2016.  One bid was solicited with one bid received.  U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-11-D-0043).

Kratos, Digital Fusion Solutions, Inc., Huntsville, Ala., was awarded a $23,088,850 cost-plus-fixed-fee contract.  The award will provide for research, development, modeling, and simulation capabilities for innovative and comprehensive research and development efforts in the highly coupled areas and intersections of modeling and simulation, computational fluid dynamics, aerodynamic heating and advanced weapons concepts. Chemring Ordnance, Inc., Perry, Fla., was awarded a $21,306,496 firm-fixed-price contract for the procurement of anti-personnel obstacle breaching systems (APOBS).  The APOBS is a self-contained, one-shot, expendable linear demolition charge that can be transported and deployed by a two-person team, and is capable of clearing a footpath through anti-personnel mines and wire obstacles.  The current APOBS design consists of four major sub-components:  APOBS shipping and storage container; front backpack assembly; rear backpack assembly; and the rocket motor and fuse assembly.  Work will be performed in Perry, Fla., with an estimated completion date of Sept. 30, 2013.  Bids were solicited through the Internet with three bids received.  U.S. Army Contracting Command, Rock Island Arsenal, Ill., is the contracting authority (W52P1J-11-C-0037).

Marstel-Day, LLC, Fredericksburg, Va., was awarded an $8 million firm-fixed-price indefinite-delivery contract for architect-engineer services to provide environmental support to military, civil, and federal agencies in the U.S. Army Corps of Engineers Mobile District.  Work will be performed in Mobile, Ala., with an estimated completion date of June 14, 2016.  Bids were solicited through the Internet with 28 bids received.  U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-11-D-0034).

AIR FORCE

GE Aviation Systems, LLC, Grand Rapids, Mich., is being awarded a $46,019,707 indefinite-delivery/indefinite-quantity contract for advanced data transfer equipment for F-16 aircraft.  Thirty-six percent of the contract supports foreign military sales programs to participating European air forces.  Work will be performed at GE Aviation Systems, LLC, Sterling, Va.  ASC/WWMK, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8615-11-D-6049).

DEFENSE LOGISTICS AGENCY

Virtual Imaging, Inc., Deerfield Beach, Fla., was issued a modification exercising the second option year on the current contract SPM2D1-09-D-8343/P00014.  Award is a fixed-price with economic price adjustment contract with a maximum $15,000,000 for radiology systems, subsystems and components.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  The date of performance completion is June 23, 2012.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.
