I want to educate Sens. Bob Casey and Pat Toomey, my fellow veterans and the general public about Senate Bill 1082, the VA Accountability Act, and the scorn that is being unjustifiably heaped on the rank-and-file employees of Veterans Affairs facilities.
First, the most recent crisis and most of the past transgressions have been caused by management. In fact, it was the rank and file and the American Federation of Government Employees union that shed light on the most recent crisis and many others.
Now Congress wants to make them like “at-will” employees and take away their right to due process in discipline matters. If enacted, this legislation would discourage the rank and file from whistleblowing because management would be able to exact revenge on them with greater ease; it also would invalidate the collective bargaining agreements of hundreds of thousands of employees. S. 1082 would hurt many of those people it purports to protect, veterans. More than one-third of VA employees are veterans.
