AQuate Corp., Huntsville, Ala., was awarded a $9,986,102 firm-fixed-price contract.  The award will provide for the services for a microwave relocation and transmission systems upgrade to the Joint Warfighter Inter-Base Telecommunications Network at Okinawa, Japan.  Work location will be determined with each order, with an estimated completion date of Sept. 27, 2014.  One bid was solicited, with one bid received.  The U.S. Army Corps of Engineers, Philadelphia, Penn., is the contracting activity (W912BU-12-C-0059).

NAVY

Bell/Boeing Joint Program Office, Amarillo, Texas, is being awarded a $204,924,030 cost-plus incentive-fee delivery order #0006 under a previously awarded performance based logistics contract (N00019-09-D-0008) for supply chain management of a 170 components in support of the V-22 aircraft.  Work will be performed in Fort Worth, Texas (80 percent), and Ridley Park, Pa., (20 percent) and is expected to be completed by Dec., 31, 2016.  Navy Working Capital contract funds will not expire by the end of this current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1).  NAVSUP Weapon Systems Support, Philadelphia, Pa., is the contracting activity.

Harry Pepper and Associates, Inc., Jacksonville, Fla. (N69450-12-D-1272); Innovative Technical Solutions, Inc., Walnut Creek, Calif. (N69450-12-D-1273); Island Mechanical Contractor, Inc.*, Middleburg, Fla. (N69450-12-D-1274); J2-Pennoni, a Joint Venture, Tampa, Fla. (N69450-12-D-1275); P and S Construction, Inc.*, North Chelmsford, Mass. (N69450-12-D-1276); and Ratcliff Construction, Inc.*, Orange Park, Fla. (N69450-12-D-1277), were each awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contract on Sept. 29, for construction projects at Naval Station Guantanamo Bay, Cuba.  The work to be performed provides for new construction, renovation, alteration, demolition and repair work including industrial, airfield, aircraft hangar, aircraft traffic control, infrastructure, administrative, training, retail, food service, dormitory, community support facilities for Department of Defense activities in Guantanamo Bay.   The maximum dollar value for all six contracts combined is $95,000,000.  Harry Pepper and Associates was awarded task order #0001 at $3,771,148 for the repair by replacement of the Child Development Center at Naval Station Guantanamo Bay, Cuba.  Work for this task order is expected to be completed by May 2014.  All work on this contract will be performed at Naval Station Guantanamo Bay, Cuba.  The term of the contract is not to exceed 60 months, with an expected completion date of September 2017.  Contract funds in the amount of $3,776,148 are obligated on this award and expired at the end of fiscal year 2012.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 22 proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.  

CH2M Hill Constructors, Inc., San Diego, Calif., was awarded a $76,681,119 firm-fixed-price contract on Sept. 29 for the design and construction of a new advanced water treatment plant and conveyance at Marine Corps Base Camp Pendleton.  The work includes the construction of a newpotable water line with pump stations, a water treatment facility, and a potable water reservoir.  The contract also contains one unexercised option and one planned modification, which if exercised would increase cumulative contract value to $80,773,117.  Work will be performed in Oceanside, Calif., and is expected to be completed by January 2016.  Contract funds will not expire at the end of the current fiscal 2013.  This contract was competitively procured via the Navy Electronic Commerce Online website, with nine proposals received.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity (N62473-12-C-5033).

TerranearPMC, L.L.C.*, Exton, Pa. (N40085-D-1754); Watermark*, Lowell, Mass. (N40085-D-1755); H&S Environmental, Inc.*, Westborough, Mass. (N40085-D-1756); Coastal Environmental Group, Inc.*, Chesnut Ridge, N.Y. (N40085-D-1757), SES-TECH Atlantic*, Norfolk, Va. (N40085-D-1758), and Tidewater-Sovereign*, Columbia, Md. (N40085-D-1759), were each awarded an indefinite-delivery/indefinite-quantity environmental multiple award contract on Sept. 29 for environmental remedial action construction services within the Naval Facilities Engineering Command, Mid-Atlantic area of responsibility.  The maximum dollar value, including the base period and four options years, for all six contracts combined is $50,000,000.  TerranearPMC L.L.C. was awarded task order #0001 at $377,399 for the non-critical removal action of munitions response at Site 1 Carr Point and shooting range soils at Naval Station Newport, Newport, R.I.  Work for this task order is expected to be completed by September 2013.  All work on this contract will be performed in Pennsylvania (20 percent); Rhode Island (15 percent); New Jersey (15 percent); Connecticut (15 percent); New York (14 percent); Maine (10 percent); Mass. (5 percent); New Hampshire (2 percent); Vermont (2 percent) and Delaware (2 percent).  The term of the contract is not to exceed 60 months with an expected completion date of September 2017.  Contract funds in the amount of $402,399 are obligated on this award and expired at the end of fiscal 2012.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 13 proposals received.  These six contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity. 

AIR FORCE

NCI Information Systems Inc., Reston, Va. (FA4452-09-C-001, P00015) is being awarded a $6,689,503 firm-fixed-price contract modification contract for provide all personnel, supervision, equipment, tools, materials, supplies, test equipment and other items and services to complete level I and level II operations and maintenance of configuration management  systems.  The location of the performance is Scott Air Force Base, Ill.  Work is expected to be completed by Sept. 30, 2013.  The contracting activity is HQ AMC/A7KQB, Scott Air Force Base, Ill.
