Here’s Today’s Department of Defense Contract Awards

NAVY

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Conn., is being awarded a $194,097,296 advance acquisition contract with fixed-price line items for long lead components, parts, and materials required for the delivery of 37 propulsion systems for the Lot VI F-35 Joint Strike Fighter Program (18 conventional take-off and landing [CTOL] for the Air Force; six short take-off and vertical landing for the Marine Corps; seven carrier variant for the Navy; four CTOL for the Italian Air Force; two CTOL for the Royal Australian Air Force; and associated spares.  Work will be performed in East Hartford, Conn. (64 percent); Bristol, United Kingdom (25 percent); and Indianapolis, Ind. (11 percent), and is expected to be completed in September 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Navy ($37,137,996; 19.1 percent), the U.S. Marine Corps ($84,683,000; 43.6 percent), the U.S. Air Force ($54,929,988; 28.3 percent), and the governments of Italy ($11,564,208; 6 percent) and Australia ($5,782,104; 3 percent).  This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1).  The Naval Air Systems Command, Patuxent River, Md., is the contracting (N00019-11-C-0082).

Electric Boat Corporation, Groton, Conn., is being awarded a $54,453,657 cost-plus, fixed-fee modification to the previously awarded contract (N00024-03-C-2101) for the planning and execution of USS California’s (SSN 781) post shakedown availability (PSA).  Electric Boat Corporation will perform planning and execution efforts, including long-lead time material procurement, in preparation to accomplish the maintenance, repair, alterations, testing, and other work on USS California (SSN 781) during its scheduled PSA.  Work will be performed in Groton, Conn., (99 percent), Quonset Point, R.I., (1 percent), and is scheduled to be completed by December 2012.  Contract funds will not expire at the end of the current fiscal year.  The Supervisor of Shipbuilding Conversion and Repair, Groton, Conn., is the contracting activity.

Detyens Shipyards, Inc.,* North Charleston, S.C., is being awarded a $7,833,941 firm-fixed-price contract for a 60-calendar day post-shakedown shipyard availability and dry docking of Military Sealift Command dry cargo/ammunition ship USNS William McLean.  Work will include cleaning tanks; partitioning a lubricating oil storage tank; modifying associated piping; installing access doors; flushing the fresh water and chill water system; installing a reverse-osmosis desalination unit to produce fresh water; and inspecting the propeller shaft, stern tube and stern tube seals. Naval Sea Systems Command (PMS 325) provided funding to accomplish approved alterations during the post-shakedown shipyard availability. McLean’s primary mission is to provide fuel, ammunition and dry and refrigerated stores to support U.S. Navy ships at sea, enabling them to remain underway for extended periods.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $9,295,936.  Work will be performed in North Charleston, S.C., and is expected to be completed by March 26, 2012.  Contract funds will expire at the end of the current fiscal year.  This contract was a small business set-aside, with more than 50 companies solicited via the Federal Business Opportunities website, with two offers received.  The U.S. Navy’s Military Sealift Fleet Support Command, Norfolk, Va., a field activity of Military Sealift Command, is the contracting activity (N40442-12-C-3007).

DEFENSE LOGISTICS AGENCY

Owens & Minor, Mechanicsville, Va., was awarded a bridge contract SPM200-05-D-7000/P00105.  The award is a firm-fixed price, indefinite-delivery/indefinite-quantity, Generation III medical surgical prime vendor contract with a maximum $75,191,338 for medical and surgical products.  Other locations of performance include Pennsylvania, Michigan, Tennessee, Illinois, New Jersey, Kentucky, Indiana, North Carolina, Maryland, and Wisconsin.  Using services are Army, Navy, Air Force, Marine Corps, Coast Guard, federal civilian agencies, and non-Department of Defense agencies.  Type of appropriation is fiscal 2012 Defense Working Capital Funds.  The date of performance completion is June 19, 2012.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

AIR FORCE

Lockheed Martin Corp., Space System Co., Newtown, Pa. is being awarded a $21,571,340 cost-plus-incentive-fee with award fee and cost-plus-fixed-fee contract to procure a launch checkout and capabilities system that will perform launch and early orbit activities of the Global Position System III satellites from a contractor facility co-located.  The locations of the performances are Newtown, Pa,. and King of Prussia, Pa.  Work is expected to be completed by Dec. 18, 2020.  SMC/GPK, El Segundo, Calif., is the contracting activity (FA8807-08-C-0010).

Raytheon Co., El Segundo, Calif., is being awarded an $11,000,000 cost-plus-fixed-fee contract for robust navigation technology.  This contract supports anti-jam Global Positioning System (GPS) development for the High Velocity Penetrating Weapon Program.  The objective of this program is to study, investigate, simulate, develop, design, build, and demonstrate technologies capable of operating in a GPS degraded environment.  This effort shall provide enough design flexibility to allow for integration with other advanced technologies to help maintain position, navigation, and timing when GPS is denied.  The location of the performance is El Segundo, Calif., and is expected to be completed during December 2013.  AFRL/RWK, Eglin Air Force Base, Fla., is the contracting activity (FA8651-12-D-0106 and TO FA8651-12-D-0106 0001).
