Here’s Today’s Department of Defense Contract Awards

NAVY

Lockheed Martin Mission Systems and Sensors, Owego, N.Y., is being awarded a $103,500,000 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-09-G-0005) for mission avionics and common cockpit non-recurring engineering, program support, and associated efforts required for the production and delivery of 24 MH-60R helicopters for the Royal Australian Navy under the Foreign Military Sales Program.  Work will be performed in Owego, N.Y. (95 percent), Farmingdale, N.Y. (4 percent), and various locations throughout the United States (1 percent).  Work is expected to be completed in July 2018.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $72,928,060 advance acquisition contract for long lead components required for the manufacture and delivery of 17 (fiscal 2013) Lot 17 MV-22 tiltrotor aircraft for the Marine Corps and four (fiscal 2013) Lot 17 CV-22 tiltrotor aircraft for the Air Force.  Work will be performed in Ridley Park, Pa. (50 percent), Forth Worth, Texas (25 percent), and Amarillo, Texas (25 percent), and is expected to be completed in December 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-2001).

Raytheon Co., Missile Systems, Tucson, Ariz., is being awarded a $68,867,065 modification to a previously awarded firm-fixed-price, fixed-price-incentive-firm target contract (N00019-11-C-0001) for the Lot 12 low rate initial production of 115 AIM-9X Block II all up round tactical missiles for the Navy (49) and Air Force (66); 115 Block II active optical target detectors for the Navy (49) and Air Force (66); 29 Block II captive air training missiles for the Navy; and 42 containers for the Navy (24) and Air Force (18).  Work will be performed in Tucson, Ariz. (41.42 percent); Andover, Mass. (10.12 percent); various locations in the continental United States (6.31 percent); Valencia, Calif. (5.71 percent); Ontario, Canada (5.40 percent); Rocket Center, W.Va. (5.24 percent); Vancouver, Wash. (5.08 percent); Goleta, Calif. (2.99 percent); El Segundo, Calif. (2.81 percent); Cheshire, Conn. Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $34,445,395 modification to a cost-plus-fixed-fee delivery order placed previously against basic ordering agreement (N00019-07-G-0008) for engineering and technical support for V-22 flight control system and on-aircraft avionics software for 2012 for the Navy and Air Force.  Support to be provided includes configuration changes to the V-22 avionics and flight control software; flight test planning and coordination of changed avionics and flight control configurations; upgrade planning of avionics and flight controls, including performance of qualification testing; and integration testing on software products.  Work will be performed in Philadelphia, Pa. (90 percent), and Fort Worth, Texas (10 percent), and is expected to be completed in December 2012.  Contract funds in the amount of $6,583,104 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $33,343,681 cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-07-G-0008) for non-recurring efforts and flight test aircraft modifications for the Joint and Allied Threat Awareness System and Radar Warning Receiver (APR-39D(V)X) integration in support of the MV-22B Osprey aircraft.  Work will be performed in Philadelphia, Pa. (96 percent); Fort Walton Beach, Fla. (3 percent); and St. Louis, Mo. (1 percent).  Work is expected to be completed in February 2016.  Contract funds in the amount of $6,526,986 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $28,870,525 firm-fixed-price, cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-12-G-0006) to support the Naval Rotary Wing Aircraft Test Squadron.  Services to be provided include on-site flight test management, flight test engineering, design engineering, and related efforts to support the MV-22 aircraft.  Work will be performed in the Naval Air Station, Patuxent River, Md. (42 percent); Philadelphia, Pa. (37 percent); Fort Worth, Texas (21 percent), and is expected to be completed in December 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded an $11,491,794 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-07-G-0008) for the procurement of 12 combined retrofit kits for the suite of Integrated Radio Frequency Countermeasures System modifications for the CV-22 aircraft.  Work will be performed in Philadelphia, Pa. (98 percent), and Fort Worth, Texas (2 percent), and is expected to be completed in May 2014.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

The Boeing Co., St. Louis, Mo., is being awarded a $9,843,898 cost-plus-incentive-fee contract for supplies and services to support the F/A-18A-D Service Life Extension Program.  Work will be performed in St. Louis, Mo. (58 percent), and El Segundo, Calif. (42 percent), and is expected to be completed in February 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6302.1.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-2010).

Dell Services Federal Government, Inc., Fairfax, Va., is being awarded a $9,786,225 modification to previously awarded contract (N00024-11-C-6297) for professional support services to Team Submarine in support of the Ohio and Trident submarine classes.  This contract will include services in the areas of program management, engineering, logistics, and financial management support.  Work will be performed in Washington, D.C., and is expected to be completed by February 2012.  Contract funds in the amount of $35,250 will be provided at time of contract award, and will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Mclaughlin Research Corp., Middletown, R.I., is being awarded a $9,482,909 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for administrative, technical, analytical, training, and data management support for the physical operations and support department management, codes 115, military construction (115A), and the following divisions in that department:  environmental (1151); safety and occupational health and explosive safety (1152); security (1153); and industrial support (1155).  Tasks include technical and administrative support, inspections, data management, material handling, and compliance monitoring and reporting.  The minimum guarantee of $50,000 will be obligated on the basic contract award.  Work will primarily be performed in Newport, R.I., and is expected to be completed by Dec. 28, 2014.  Contract funds will not expire at the end of the current fiscal year.  The contract was competitively procured under solicitation number N66604-11-R-0342, via Navy Electronic Commerce Online website, with two offers received.  The Naval Undersea Warfare Center Division, Newport, R.I., is the contracting activity (N66604-12-D-0495).

Cascade General, Inc., Portland, Ore., is being awarded an $8,508,092 modification to a previously awarded contract (N55236-12-C-0002) for the installation of an improved sonar acoustic window on the ex-USS Paul F. Foster (EDD-964).  This contract will support the accomplishment of additional inspections, repairs, replacements, relocations, recertifications, preparations, preservations, provisions, drydocking, and undocking.  Work will be performed at Portland, Ore., and is expected to be completed by May 2012.  Contract funds will not expire by the end of the fiscal year.  Naval Sea Systems Command Regional Maintenance Center Southwest, San Diego, Calif., is the contracting activity.

FLIR Systems, Inc., Wilsonville, Ore., is being awarded a $7,434,530 modification to a previously awarded firm-fixed-price contract (N68335-11-C-0212) to exercise an option for 10 Star SAFIRE 380 high definition systems to outfit and enhance the capabilities of the existing Persistent Ground Surveillance Systems that are currently fielded for the Army.  Work will be performed in Afghanistan (40 percent); Yuma, Ariz. (30 percent); and Wilsonville, Ore. (30 percent), and is expected to be completed in December 2012.  Contract funds in the amount of $1,486,906 will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

Lockheed Martin Corp., Liverpool, N.Y., is being awarded a $6,874,340 modification (P00017) to a previously awarded contract (M67854-07-C-2051) for the continued contractor engineering technical support (CETS) services in support of the Egyptian AN/TPS-59(V)3E and M34 radar sets.  Funding in the amount of $1,478,083 is being applied with this modification, bringing the total amount funded on the contract to $6,874,340.  The contractor will provide for two persons for in-country CETS for a base period of 12 months, and four subsequent option periods with a period of 12 months each.  CETS encompasses on-the-job site training in the operation, maintenance, repair and modification, and technical assistance in troubleshooting and repair of system malfunctions of the AN/TPS-59(V)3E and M34 radar sets as well as associated equipment.  The overall objective is to provide specific instruction and guidance, and technical assistance to the government of Egypt site and depot personnel with a goal towards increased proficiency in total operations and maintenance.  Work will be performed in Egypt, and is expected to be completed in November 2012.  Contract funds will not expire at the end of the current fiscal year.  The Marine Corps System Command, Quantico, Va., is the contracting activity.

AIR FORCE

Raytheon Space and Airborne Systems, McKinney, Texas, is being awarded a $44,715,207 firm-fixed-price contract for contractor logistics support for the Multi-Spectral Targeting Systems for calendar year 2012.  The location of the performance is McKinney, Texas, and is expected to be completed Dec. 31, 2012.  The ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-11-G-4050 0002).

Raytheon Space and Airborne Systems, McKinney, Texas, is being awarded a $25,823,405 cost-plus-fixed-fee contract.  This effort will continue to improve the Multi-Spectral Targeting System-B and build the advancements made with the original delivery order.  A primary focus of this effort is to improve the system imaging from standard definition to high definition.  The location of performance is the Raytheon Co., McKinney, Texas, and is expected to be completed Jan. 31, 2013.   The ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-06-G-4041 001202).
