These contracts are in addition to the existing 2,212 contracts previously awarded under the SeaPort Enhanced (SeaPort-e) acquisition program for services procurements. The government estimates a maximum of $5,300,000,000 of services will be procured per year via orders issued under the SeaPort-e multiple award contracts. The awards have a three-year base period with one five-year award term. The award of these contracts is a result of the SeaPort-e Rolling Admissions solicitation. The SeaPort-e acquisition is comprised of seven regional zones in which task orders will be competed based upon the principal place of performance. These awards contain provisions to set aside requirements for small businesses, service disabled veteran owned small businesses, 8a business development program and historically under-utilized business zone small businesses. Under these multiple award contracts, each contractor will be provided a fair opportunity to compete for individual task orders solicited within their zone or zones of performance. These contracts were competitively procured via Navy Electronic Commerce Online, with 358 offers received and 333 contracts awarded. Contract funds will be obligated at the time of task order award and as such, multiple funding types (with varying expiration dates) may be used, consistent with the purpose for which the funds were appropriated. Schmidt and Bender, Inc., Claremont, N.H., is being awarded a $34,209,500 firm-fixed-price contract for precision sniper rifle dayscope, mounting rings, spares parts, repairs and upgrades. Precision sniper rifle dayscopes will be used by special forces for the Army, Navy, Air Force, and Marine Corps. The precision sniper rifle dayscope consist of several configurations that are required for use on existing and future sniper rifles. The configurations are tailored to the sniper’s training regimen, the weapon system effective range, and the weapon system caliber. The precision sniper rifle dayscope will be used around the world in extreme and adverse conditions including underwater, surf-zone, desert, arctic, jungle and urban environments. Work will be performed in Biebertal, Germany, and is expected to be completed by June 2016. Contract funds in the amount of $29,920 will expire at the end of the current fiscal year. Raytheon Integrated Defense Systems, San Diego, Calif., is being awarded a $32,162,189 cost-plus-incentive-fee contract for design, development, testing and delivery of the Global Positioning System Based Positioning, Navigation, and Timing Service (GPNTS). The GPNTS will support mission critical real-time positioning, navigation, and timing (PNT) data services for weapons, combat, navigation, and other C4I systems requiring PNT information. This contract includes options, which, if exercised, would bring the cumulative value of this contract to an estimated $77,130,760. Work will be performed in San Diego, Calif. (88 percent), and Fairfax, Va. (12 percent), and is expected to be completed by June 2015. If all options are exercised, work could continue until June 2021. Contract funds in the amount of $4,562,622 will expire at the end of the current fiscal year. The Whiting-Turner Contracting Co., Baltimore, Md., is being awarded a $15,323,346 firm-fixed-price task order #0002 under a previously awarded multiple award construction contract (N40085-10-D-5330) for construction of an infantry platoon battle course at Marine Corps Base, Camp Lejeune. The work to be performed provides for construction of a standard infantry platoon battle course consisting of six objectives for training platoon battlefield skills. Primary facilities include stationary infantry targets, moving infantry targets, stationary armor targets, moving armor target, a control tower, a combined facility (to include target storage, office, classroom, and field service head), a covered mess area, an ammunition breakdown building, and a bleacher enclosure. Sustainable features will be included in the design, development, and construction of this project in accordance with Executive Order 13123 and other laws and executive orders. Built-in equipment includes public address system throughout the range operations control area. Work will be performed in Jacksonville, N.C., and is expected to be completed by March 2013. Contract funds will not expire at the end of the current fiscal year. Five proposals were received. The Naval Facilities Engineering Command, Mid Atlantic, Norfolk, Va., is the contracting activity.
Total Immersion Software, Inc.*, Hampton, Va., is being awarded a $7,000,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, performance-based contract to provide engineering and technical services for support of the RealWorld Platform tool kit and its suite of applications for new and existing technologies. This contract includes options, which, if exercised, would bring the cumulative value of this contract to an estimated $36,000,000. Work will be performed in Austin, Texas (85 percent); Hampton, Va. (8 percent); Arlington, Va. (5 percent); and Alameda, Calif. (2 percent). Work is expected to be completed by June 2012. If all options are exercised, work could continue until June 2014. Contract funds will not expire at the end of the current fiscal year. This contract was procured as a sole source requirement. Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity (N65236-11-D-3849).
AIR FORCE
The Boeing Co., Long Beach, Calif., is being awarded a $195,700,000 firm-fixed-price delivery order against the basic C-17 production contract to procure one C-17 aircraft. This effort supports 100-percent foreign military sales to the government of Australia. The location of performance is Long Beach, Calif. ASC/WLMK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8614-06-D-2006 DO 0008).
DEFENSE LOGISTICS AGENCY
Carter Enterprises, LLC*, Brooklyn, N.Y., was awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract with a maximum $79,973,119 for improved outer tactical vests (IOTV) and IOTV cable assemblies. There are no other locations of performance. Using services are Army and Air Force. The date of performance completion is June 27, 2012. MedImmune Vaccines, Inc., Gaithersburg, Md., was awarded a firm-fixed-price contract with a maximum $27,824,153 for influenza vaccine and nasal spray packages. Other location of performance is Pennsylvania. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. The date of performance completion is June 30, 2012.
