U.S. Department of Defense Announces Latest Contract Awards

General Dynamics Ordnance and Tactical, St. Petersburg, Fla., is being awarded a $198,711,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the manufacture and delivery of 120mm mortar ammunition for the U.S. Marine Corps Expeditionary Fire Support System. Work will be performed in La Ferte, Saint-Aubin, France (50 percent); St. Petersburg, Fla. (22 percent); Camden, Ark. (18 percent); Lexington, Ky. (10 percent); and is expected to be completed by January 2016. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. Science Applications International Corp., San Diego, Calif., was awarded on Jan 28 an $84,461,923 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract to examine the science, architecture, engineering, functionality, interface and interoperability of cyberspace operations systems, services and capabilities at the tactical, operational and strategic levels. Support will include operations and requirements analysis, concept formulation and development, feasibility demonstrations and operational support. Additional efforts will include software design and implementation as well as systems integration, test and evaluation and demonstration. This contract is one of four contracts awarded: all four awardees will compete for task orders during the ordering period. This two year contract includes three 12-month, award-term periods for a total potential value of $219,029,153. Work is expected to be performed at government and contractor sites in the San Diego area, and the base award work is expected to be completed Jan. 30, 2013. Contract funds will not expire at the end of the current fiscal year. Chugach World Services, Inc.*, Anchorage, Alaska, is being awarded a $32,144,232 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N40192-09-D-9000) to exercise option year two for housing operations and maintenance and change of occupancy maintenance services at Naval Base Guam and Andersen Air Force Base Guam. The work to be performed provides for management and housing operations to maintain and repair family housing units, bachelor housing units, Navy Gateway Inns and Suites (NGIS; formerly Visitors Quarters), and provide any services, maintenance and change of occupancy maintenance in both vacant and occupied family housing units, bachelor housing units, and NGIS units. The total contract amount after exercise of this option will be $65,647,778. Work will be performed in various Naval and Air Force housing areas on Guam, and is expected to be completed by January 2012. Contract funds will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.

PKL Services, Inc.*, Poway, Calif., is being awarded a $15,918,581modification to a previously awarded firm-fixed-price contract (N00421-09-C-0023) to exercise an option for organizational level maintenance on the following Marine Corps aircraft platforms: AH-1W, UH-1N, CH-53D/E, and CH-46E. Work will be performed in Camp Pendleton, Calif. (30 percent); New River, N.C. (25 percent); Iraq/Afghanistan (22 percent); Miramar, Calif. (18 percent); and Kanehoe Bay, Hawaii (5 percent). Work is expected to be completed in February 2014. Contract funds in the amount of $15,918,581 will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

General Electric Aviation, Lynn, Mass., is being awarded a $7,890,519 order against a previously issued basic ordering agreement (N00019-09-G-0009) for the F404 component improvement program to include engineering and engine system improvement support. Work will be performed in Lynn, Mass., and is expected to be completed in December 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

AIR FORCE

Rolls-Royce Corp., Indianapolis, Ind., was awarded a $203,039,359 contract modification to cover sustaining services including logistics support, program management support, engineering services, spares and technical data in support of the C-130J propulsion systems which include the AE 2100D3 engine and R-391 propeller systems. This modification is to exercise option four, year five. At this time, $49,557,415.99 has been obligated. WR-ALC/GRBKA, Robins Air Force Base, Ga., is the contracting activity (FA8504-07-D-0001 0500).

The Boeing Co., Wichita, Kan., was awarded a $134,000,000 contract modification which will provide for the heavy maintenance for 2011 VC-25 aircraft 9000. The Special Air Mission aircraft provide air transportation for the president and is one of two assigned to the 89th Airlift Wing, Andrews Air Force Base, Maryland. At this time, $86,826,594 has been obligated. 727ACSG/PKB, Tinker Air Force Base, Okla., is the contracting activity (FA8106-09-C-0005 P00023).

The Lockheed Martin Corp., Marietta, Ga., was awarded a $69,804,474 contract modification to cover sustaining services including logistics support, program management support, engineering services, repairs, spares and technical data in support of the C-130J unique systems. This modification will exercise option two, years six through eight. At this time, $19,977,826 has been obligated. WR-ALC/GRBKA, Robins Air Force Base, Ga., is the contracting activity (FA8504-06-D-0001-P00015).

The McDonnell Douglas Corp., a wholly-owned subsidiary of the Boeing Co., Long Beach, Calif., was awarded a $17,205,250 contract modification which will incorporate the landing gear overhaul long lead scrap replacement material for the C-17 Globemaster III sustainment partnership contract. At this time, the entire amount has been obligated. ASC/WLMK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8614-04-C-2004 P00385).

The Raytheon Co., Tuscon, Ariz., was awarded a $15,000,000 contract for the Advanced Medium Range Air-to-Air Missile technical support for systems engineering, small software enhancements, test support, maintenance and modification of special test assets, support to the Navy hardware in the loop simulation, aircraft integration, and other technical engineering requirements. At this time, no money has been obligated. AAC/EBAK, Eglin Air Force Base, Fla., is the contracting activity (FA8675-11-D-0050).

The Boeing Co., Seattle, Wash., was awarded an $11,800,000 contract modification which provides funding for the annual C-32A and C-40B/C sustaining engineering (Jan. 1, 2011 through Dec. 31, 2011). At this time, the entire amount has been obligated. ASC/WLVK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-D-0013).

Digital Management, Inc., Bethesda, Md., was awarded a $9,912,741 contract. This effort is for research, and to execute the adoption of trusted computing technologies through a multifaceted and sustained operation that combines both technology and communications strategy and execution. This effort will research, provide analysis, survey, develop, test, demonstrate and provide detailed technology roadmap development, architecture Investigation, and strategic technical outreach of current and emerging trusted computing technologies being developed within government, commercial, and academic sectors. At this time, $565,000 has been obligated. Air Force Research Laboratory/RIKE, Rome, N.Y. is the contracting activity (FA8750-11-C-0075).

DRS Sustainment Systems, Inc., St, Louis, Mo., was awarded a $8,896,882.80 contract to provide the Tunner 60K Loader, an air cargo transporter/loader designed to transport and load up to six pallets with a total combined weight of 60 thousand pounds. It has a high reach capability, up to 8.5 feet, and can interface with military and civilian reserve fleet aircraft. At this time, the entire amount has been obligated. WR-ALC/GRVKBA, Robins Air Force Base, Ga., is the contracting activity (FA8519-04-D-006-0074).

Ellwood National Forge Co., Irvine, Penn., was awarded a $8,693,745 contract for 85 each bomb live units (BLU)-113 empty bomb bodies that will then be shipped to McAlester Army Ammunition Plant to be loaded, assembled and packed with required filler. It is a hardened 4,500 pound class penetration bomb used on military aircraft B-2A, B-52H and F-15E aircraft. The BLU-113 has a steel casing about 1-inch thick, filled with 625 pounds of the explosive, tritonal (filler). BLU-113 is a warhead used in thegGuided bomb unit (GBU)-28 A/B and B/B. At this time, the entire amount has been obligated. OO-ALC/GHGKA, Hill Air Force Base, Utah, is the contracting activity (FA8213-11-C-0026).

ARMY

Raytheon Integrated Defense Systems, Andover, Mass., was awarded on Jan. 28 a $51,532,541 firm-fixed-price, level-of-effort, cost-plus-fixed-fee contract. The award will provide for engineering services for the Phased Array Tracking Radar Intercept On Target Missile. Work will be performed in Andover, Mass.; Burlington, Mass.; El Segundo, Calif.; El Paso, Texas; Huntsville, Ala.; Norfolk, Va.; and Tewksbury, Mass., with an estimated completion date of Jan. 31, 2012. One bid was solicited with one bid received. The U.S. Army Aviation & Missile Command, Contracting Center, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-09-C-0057).

Miltec Corp., Huntsville, Ala., was awarded on Jan. 28 a $20,302,964 cost-plus-fixed-fee contract. This award will provide for research, development and validation of structural health monitoring technology and methodology, which can be used for current and future military air vehicles. Work will be performed in Oxford, Miss., with an estimated completion date of Jan. 30, 2013. The bid was solicited through a Broad Agency Announcement with one bid received. The U.S. Army Research, Development and Engineering Command, Adelphi Contracting Division, Adelphi, Md., is the contracting activity (W911QX-11-C-0055).

Federal Program Integrators, LLC, Corpus Christi, Texas, was awarded on Jan. 28 a $12,700,020 firm-fixed-price contract. This award will provide for an airman training complex (ATC) – North Campus for dormitory ATC 1 and dormitory ATC 2 under small business packages. This award will provide for “the Beach Fill, Absecon Inlet to Great Egg Harbor Inlet, Atlantic City and Ventnor City, Atlantic County, N.J.” Work will be performed in Atlantic City, N.J., and Ventnor City, N.J., with an estimated completion date of May 9, 2011.
