U.S. Department of Defense Announces Latest Contract Awards

CONTRACTS

NAVY

                Bechtel Plant Machinery, Inc., Monroeville, Pa., is being awarded a $511,351,720 cost-plus-fixed-fee contract for naval nuclear propulsion components.  Work will be performed in Monroeville, Pa. (70.8 percent), and Schenectady, N.Y. (29.2 percent).  Contract funds will not expire at the end of the current fiscal year.  No completion date or additional information is provided on naval nuclear propulsion program contracts.  The Naval Sea Systems Command is the contracting activity (N00024-11-C-2127).

                TMGE, LLC*, Kapolei, Hawaii (N62478-11-D-4032); Kapili Construction, LLC*, Wahiawa, Hawaii (N62478-11-D-4033); Covenant-Society, LLC*, Honolulu, Hawaii (N62478-11-D-034); and DSJV, LLC*, Kailua, Hawaii (N62478-11-D-4035), are each being awarded an indefinite-delivery/indefinite-quantity multiple award construction contract for painting projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Hawaii area of responsibility (AOR).  The maximum dollar value, including the base period and four option years, for all four contracts combined is $30,000,000.  The work to be performed provides for, but is not limited to, preparing surfaces, priming, providing exterior and interior coatings to buildings and other structures.  It also includes providing fluid applied resilient (resinous) flooring for various interior and exterior surfaces.  The work will be for the Navy, Marine Corps, Air Force and various federal agencies located in the state of Hawaii.  No task orders are being issued at this time.  All work on this contract will be performed in the NAVFAC Hawaii AOR.  The term of the contract is not to exceed 60 months, with an expected completion date of October 2015.  Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with five proposals received.  These four contractors may compete for task orders under the terms and conditions of the awarded contracts.  The Naval Facilities Engineering Command, Hawaii, Pearl Harbor, Hawaii, is the contracting activity.

                Logos Technologies, Arlington, Va., is being awarded a $9,486,584 modification under a previously awarded cost-plus-fixed-fee contract (N0014-08-C-0302) to develop and produce four prototype 59-mega-pixel persistent surveillance systems for field user evaluation.  The Lightweight Expeditionary Airborne Persistent Surveillance System (LEAPS) is a lightweight expeditionary airborne persistent imagery surveillance system.  This is an expansion to the current LEAPS contract.  Work will be performed in Arlington, Va., and the expected completion date is October 2012.  Contract funds in the amount of $1,620,000 will expire at end of current fiscal year.   The contract was competitively procured under Broad Agency Announcement 10-00101, with 999 proposals received in response to this solicitation.  The Office of Naval Research Laboratory, Arlington, Va., is the contracting activity.

                General Dynamics Information Technology, Needham, Mass., is being awarded $9,387,789 for firm-fixed-price task order MU30 under previously awarded Air Force network-centric solutions contract (FA8771-04-D-0007) for dense wave division multiplexing transport networks.  Work will be performed at Marine Corps Base Camp Pendleton, Calif. (48 percent); Marine Corps Base Camp LeJuene, N.C. (44 percent); and Marine Corps Recruit Depot San Diego, Calif. (8 percent).  Work is expected to be completed June 27, 2011.  Contract funds will not expire at the end of the current fiscal year.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured, with eight firms solicited and five offers received.  The Marine Corps Systems Command, Camp Pendleton, Calif., is the contracting activity.

                Naval Industrial Services Support, JV*, Anchorage, Alaska, is being awarded $6,964,657 task order #0011 under previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N62473-08-D-0504) for sewer inspection and repair at San Diego metropolitan naval bases.  The work to be performed provides for, but is not limited to:  management, supervision, tools, materials, supplies and labor.  The maximum dollar value, including the base period and two option years, is $21,530,618.  Work will be performed in San Diego, Calif., and is expected to be completed by October 2013.  Contract funds will not expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

DEFENSE LOGISTICS AGENCY

                Valero Marketing and Supply Co., San Antonio, Texas, is being awarded a maximum $46,496,779 fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract for fuel.  Other location of performance is Corpus Christi, Texas.  Using service is Defense Logistics Agency Energy.  The original proposal was Web-solicited with five responses.  The date of performance completion is Oct. 30, 2011.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-11-D-0450).

AIR FORCE

                Engineering Services Network, Inc., Arlington, Va., was awarded a $38,000,000 contract modification which will provide information technology consolidated services supporting the 75th Air Base Wing.  At this time, $8,000,000 has been obligated . OO-ALC/PKOA, Hill Air Force Base, Utah, is the contracting activity (FA8201-10-F-A006-P0001).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

                Raytheon Co. is being awarded a $21,347,340 contract (HR0011-11-C-0009).  This work is for the Triple Target Terminator (T3) program.  Work will be performed in Tucson, Ariz. (67.6 percent), and Gainesville, Va. (32.4 percent).  The work is expected to be completed Oct. 22, 2011.  The Defense Advanced Research Projects Agency is the contracting activity.
