 AIR FORCE

                 United Technologies Corp., Pratt and Whitney, East Hartford, Conn., was awarded a contract modification not-to-exceed $279,703,743 for the acquisition for 22 priority initial spare F-119-PW-100 engines.  At this time, $279,703,743 has been obligated.  ASC/WWUK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8611-08-C-2896; P00040).

                 General Atomics Aeronautical Systems, Inc., Poway, Calif., was awarded a $242,355,513 contract modification to support contract logistics support of the Predator/Reaper.  At this time, $242,355,513 has been obligated.  ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-05-G-3028; 007111) .

                 The Boeing Co., Long Beach, Calif., was awarded an $86,520,933 contract modification which will incorporate the fiscal 2010 flying hour/engine cycle adjustment in accordance with the terms and conditions set forth in clause H012 of the basic contract.  At this time, $86,520,933 has been obligated.  730 ACSG/GFKAA, Robins Air Force Base, Ga., is the contracting activity (FA8614-04-C-2004; P00531).

                 L-3 Communications TCS, Inc., Warner Robins, Ga., was awarded a $29,384,156 contract which will provide modification to four MC-130W aircraft to install a precision strike package.  At this time, no funds have been obligated.  WR-ALC/GRUKA, Robins Air Force Base, Ga., is the contracting activity (FA8509-20-C-0027).

                 Booz Allen Hamilton, Inc., Herndon, Va., was awarded a $23,601,745 contract which will provide Marine Corps international affairs, security cooperation, program development, technical analysis, and operations integration.  At this time, $587,778 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (SP0700-03-D-1380; Delivery Order 399).

                   Booz Allen Hamilton, Inc., Herndon, Va., was awarded a $19,838,972 contract which will provide II Marine Expeditionary Force survivable conventional force requirements and technical analysis of combat operations.  At this time, $694,444 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (SP0700-03-D-1380; Delivery Order 401).

                 Georgia Tech Applied Research Corp., Atlanta, Ga., was awarded a $17,857,143 contract for Communication Electronic Command, Software Engineering Center Army Reprogramming Analysis Team, Force Protection Systems sustainment engineering support.  At this time, $808,532 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (HC1047-05-D-4000; Delivery Order 0162).

                 Georgia Tech Applied Research Corp., Atlanta, Ga., was awarded a $14,880,952 contract for the Advanced Airlift Tactics and Training Center sensor/countermeasures engineering and training.  At this time, $198,413 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (HC1047-05-D-4000; Delivery Order 0164).

                 Raytheon BBN Technologies Corp.. Cambridge, Mass., was awarded a $12,493,899 contract modification which will provide additional tasking to support the Defense Advanced Research Projects Agency and Army experiments at Fort Benning, Ga., and will add the software radio waveform to the wireless network After Next radio.  At this time, $2,585,714 has been obligated.  Air Force Research Laboratory/RIKF, Rome, N.Y., is the contracting activity (FA8750-07-C-0169; PO0013).

                 Lockheed Martin Corp., Lockheed Martin, Fort Worth, Texas, was awarded a $12,020,326 contract modification for development of the F-22 reliability and maintainability maturation program, to increase the ceiling for over and above work and procurement of actuator interface module card wet weather repairs.  At this time, $12,020,326 has been obligated. ASC/WWUK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8611-08-C-2897; P00057).

                 Engineering & Environment, Inc., Virginia Beach, Va., was awarded an $11,865,076 contract which will provide for the conveyance of the wastewater utility system at Niagara Falls Air Reserve Station, N.Y., and purchase of the related utility operation and maintenance services.  At this time, $195,876 has been obligated.  Air Education Training Command CONS/LGCT, Randolph Air Force Base, Texas, is the contracting activity (FA3002-10-C-0050).

                 Northrop Grumman Information Technology, Inc., Defense Group, McLean, Va., was awarded a maximum $7,500,055 sustainment support program contract modification which will provide engineering support services for systems and applications that are in sustainment and managed by the ESC/HIBB directorate.  It covers the tasks necessary to provide sustainment, maintenance and modification to the legacy contracting systems and the information resources support system.  At this time, $1,459,690 has been obligated.  ESC/HIBK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8770-10-D-0043/0012).

                 Booz Allen Hamilton, Inc., Herndon, Va., was awarded a $6,943,890 contract which will provide military medical scientific and technical information products.  At this time, $1,001,034 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (SP0700-03-D-1380; Delivery Order 402).

                 Booz Allen Hamilton, Inc., Herndon, Va., was awarded a $6,912,189 contract which will provide technical analysis and strategic planning for Research, Development and Engineering Command.  At this time, $56,717 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (SP0700-03-D-1380; Delivery Order 393).

                 J.K. Hill and Associates, Inc., Virginia Beach, Va., was awarded an estimated $5,993,022.24 contract modification which will provide base supply and fuels service to include supply, fuel and logistics material control activity services for the Air Force Flight Test Center at Edwards Air Force Base, Calif.  At this time, no money has been obligated.  AFFTC/PKOA, Edwards Air Force Base, Calif., is the contracting activity (FA9301-08-D-0010).

                 Rockwell Collins, Satellite Communication, Duluth, Ga., was awarded a $5,629,719 contract modification which will procure 43 Swe-Dish CCT-120 satellite terminals manufactured by Rockwell Collins and available on General Services Administration schedule.  At this time, the entire amount has been obligated.  6 CONS/LGCB, MacDill Air Force Base, Fla., is the contracting activity (GS-35F-0424T; Delivery Order FA4814-10-F-A151).

NAVY

                 C. Young Construction, LLC*, Jacksonville, Fla. (N69450-10-D-1269); Custom Mechanical Systems Corp. (CMS Corp./Toltest JV IV)*, Bargersville, Ind. (N69450-10-D-1270); Gulf Building Corp./Hernandez Consultants, JV*, Fort Lauderdale, Fla. (N69450-10-D-1271); J2 Engineering, Inc.*, Tampa, Fla. (N69450-10-D-1272); and Slone Associates Inc.*, Valdosta, Ga. (N69450-10-D-1273), are each being awarded an indefinite-delivery/indefinite-quantity design-build multiple award construction contract for general construction type projects at Department of Defense activities located primarily within the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility (AOR) of Northern Florida and Southern Georgia.  The maximum dollar value, including the base period and four option years, for all five contracts combined is $100,000,000.  The work to be performed provides for general building type projects:  new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovation.  Projects may also require comprehensive interior design and incorporation of sustainable features.  J2 Engineering, Inc., is being awarded task order #0001 at $3,400,000 for the design and construction of a new port operations waterfront administrative facility at Marine Corps Support Facility Blount Island, Jacksonville, Fla.  Work for this task order is expected to be completed by June 2012.  All work on this contract will be performed in, but not limited to, the following locations:  Naval Air Station Jacksonville, Fla. (30 percent); Naval Station Mayport, Fla. (30 percent); Naval Support Activity Orlando, Fla. (5 percent); Naval Submarine Base Kings Bay, Ga. (15 percent); surrounding supported commands in Northern Florida and Southern Georgia (15 percent); and, if deemed necessary, other areas in the NAVFAC Southeast AOR (5 percent).  The term of the contract is not to exceed 60 months, with an expected completion date of September 2015.  Contract funds for task order #0001 will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 41 proposals received.  These five contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.

                 Neany, Inc.*, Hollywood, Md., is being awarded a $48,279,528 not-to-exceed cost-plus-fixed-fee contract for logistics support, configuration management, training, documentation, spares, and field support associated with the Persistent Ground Surveillance System Phase II for the Army.  In addition, the contract provides for delivery of SkyKites and SkyKite-like aerostat systems and platforms/gondolas capable of functioning in high-density altitude environments with multiple sensors.  Work will be performed in Hollywood, Md. (44 percent); Afghanistan (36 percent); and Yuma, Ariz. (20 percent).  Work is expected to be completed in December 2011.  Contract funds in the amount of $10,000,000 will expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-10-C-0395).

                 Integrated Systems Solutions, Inc., California, Md., is being awarded a $23,659,547 cost-plus-fixed-fee contract for the research, development, testing and demonstration of the marine mammal detection system.  Work will be performed in Lakehurst, N.J. (80 percent), and Patuxent River, Md. (20 percent), and is expected to be completed in September 2015.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via a broad agency announcement, with 43 proposals received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-10-C-0461).

                 Del-Jen, Inc., Clarksville, Tenn., is being awarded a $23,380,548 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N69450-07-D-0770) to exercise Option 3 for base operations support services at Naval Air Station Pensacola and surrounding areas (Saufley Field, Corry Station, and Bronson Field).  The work to be performed provides for public works administration including labor, management, supervision, materials, supplies, and tools for facilities management, facilities investment, facility maintenance services (non-family housing and Navy family housing), pest control, street sweeping, utility plant and distribution operations and maintenance (chiller, electrical, gas, wastewater, steam and water), environmental services, centrally managed safety services, and base support vehicles and equipment.  The total contract amount after exercise of this option will be $93,376,330.  Work will be performed in Pensacola, Fla., and is expected to be completed by September 2011.  Contract funds will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.

                 Raytheon Integrated Defense Systems, Portsmouth, R.I., is being awarded a $14,696,495 firm-fixed-price contract (N00024-10-C-6302) for seven airborne mine neutralization low rate initial production systems and associated engineering services.  The airborne mine neutralization system will explosively neutralize bottom and moored mines using an expendable mine neutralize device.  The system will be deployed from the MH-60 helicopter as part of the littoral combat ship mine countermeasures mission module.  This contract includes an option which, if exercised, would bring the cumulative value of this contract to $24,376,137.  Work will be performed in Portsmouth, R. I., and is expected to be completed by September 2014.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively awarded.  The Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity.

                 BAE Systems, Information and Electronic Systems Integration, Inc., Nashua, N.H., is being awarded a $14,599,366 firm-fixed-price contract (N00024-10-C-6302) for four high frequency wide band AN/SQQ-32(v)4 systems and associated engineering services and support that will detect and classify bottom and moored sea mines.  The AN/SQQ-32(v)4 will be deployed from carriers for self-protection.  High frequency wide band AN/SQQ-32(v)4 will replace the in-service AN/SQQ-32(v)3 detection sonar and will improve detection performance and target resolution in high clutter environments including littoral zones and confined straits.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $41,993,290.  Work will be performed in Nashua, N. H., and is expected to be completed by April 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via Federal Business Opportunities website, with three proposals received.  The Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity.

                 Charles Stark Draper Laboratory, Cambridge, Mass., is being awarded a $13,085,301 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for engineering services in support of transducer and hydrophone programs.  Efforts will include:  research and development in technology areas important to the development of autonomous undersea vehicle (AUV) capability; providing engineering expertise to program sponsors in the acquisition process; and, developing and maintaining the Naval Undersea Warfare Center’s fleet of AUV testbed vehicles, facilities and related equipment.  Work will be performed in Cambridge, Mass., and is expected to be completed Sept. 22, 2015.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Undersea Warfare Center Division, Newport, R.I., is the contracting activity (N66604-10-D-0215).

                 Navistar Defense, LLC, Warrenville, Ill., is being awarded a $13,018,471 firm-fixed-priced delivery order #0014 modification under contract (M67854-07-D-5032) for the payment of federal retail excise tax on 148 MaxxPro Dash Mine Resistant Ambush Protected vehicles being used in the continental United States for training purposes in support of the warfighters.  Work will be performed in Warrenville, Ill., and is expected to be completed by the end of September 2011.  Contract funds in the amount of $13,018,471 will expire at the end of the current fiscal year.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

                 The Boeing Co., St. Louis, Mo., is being awarded an $11,969,818 modification to a previously awarded cost-plus-fixed-fee contract (N00421-06-C-0075) to exercise an option for engineering, maintenance, and manufacturing labor in support of F/A-18 flight test programs conducted by the Naval Air Warfare Center Aircraft Division, Patuxent River, Md.  The estimated level of effort for this option is 96,464 man-hours.  Work will be performed in Patuxent River, Md. (95 percent), and China Lake, Calif. (5 percent), and is expected to be completed in July 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

                 Honeywell International, Inc., Defense and Space Electronic Systems, Albuquerque, N.M., is being awarded a $10,645,531 firm-fixed-price contract for the procurement of 185 advanced multi-purpose displays – 116 5 x 5 forward displays; 46 5 x 5 aft displays; and 23 8 x 10 displays – for the F/A-18E/F, EA-18G aircraft.  Work will be performed in Albuquerque, N.M., and is expected to be completed in December 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0061).

                 RQ Construction, Inc., Carlsbad, Calif., is being awarded $10,620,000 for firm-fixed price task order #0002 under a previously awarded multiple award construction contract (N62473-10-D-5409) for design and construction of communication/electric maintenance facilities at Marine Corps Base Camp Pendleton.  The facility consists of an administration and tactical vehicle building as well as site amenities and parking.  The task order also contains one planned modification and one unexercised option which, if issued, would increase the cumulative task order value to $11,567,000.  Work will be performed in Oceanside, Calif., and is expected to be completed by April 2012.  Contract funds will not expire at the end of the current fiscal year.  Eight proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

                 Navistar Defense, LLC, Warrenville, Ill., is being awarded a $9,896,400 firm-fixed-priced delivery order #0011 modification under previously awarded contract (M67854-07-D-5032) for the procurement of outside the continental United States field service representatives (FSRs)/instructors/mechanics and FSR/instructor inside the continental United States replacement center training.  The objective of the FSRs/instructors/mechanics is to sustain operation of the Dash vehicles in support of the Operation Enduring Freedom operations in Afghanistan.  Work will be performed in Fort Benning, Ga., and Afghanistan, and is expected to be completed by the end of September 2011.  Contract funds in the amount of $9,896,400 will expire at the end of the current fiscal year.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

                 BAE Systems, U.S. Combat Systems, Minneapolis, Minn., is being awarded an $8,532,671 firm-fixed-price modification to a previously awarded contract (N00024-09-C-4137) for manufacture and delivery of a Block III propulsor system shipset in support of the Virginia class submarine propulsor system requirements.  In addition, this modification includes the purchase of required spare parts in support of the propulsor program.  Work will be performed in Louisville, Ky., and is expected to be completed by May 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

                 Clark/Balfour Beatty, JV, Bethesda, Md., is being awarded an $8,400,000 firm-fixed-price modification to increase the maximum dollar value of a previously awarded firm-fixed price contract (N40080-10-C-4405) for the design and construction of the graduate medical education on-call department and to supply emergency power to the existing chillers supporting the main operating rooms and other critical care spaces located in Buildings 9 and 10 at the central utility plant at the National Naval Medical Center Bethesda.  After award of this modification, the total cumulative contract value will be $57,995,866.  Work will be performed in Bethesda, Md., and is expected to be completed by May 2012.  Contract funds will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Washington, Officer in Charge of Construction, Bethesda, Md., is the contracting activity.

                 Insitu, Inc., Bingen, Wash., is being awarded a $7,218,772 modification to a previously awarded firm-fixed-price contract (N00019-09-C-0005) for the procurement of 10 ScanEagle unmanned aerial systems (UASs) for the government of Poland.  Work will be performed in Bingen, Wash., and is expected to be completed in September 2011.  Contract funds in the amount of $3,537,199 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

                  The Engineering/Remediation Resources Group, Inc.*, Honolulu, Hawaii, is being awarded $6,546,446 for firm-fixed-price task order HC01 under a previously awarded indefinite-delivery/indefinite-quantity with award fee contract (N62742-09-D-1182) for repair of bachelor enlisted quarters at Naval Station Pearl Harbor.  The work to be performed provides for repairing, renovating, and providing a minimum of 20 units to meet current bachelor enlisted quarters configuration standards per unified facilities criteria.  The project will consist of a partial demolition of the exterior and complete demolition of the interior except for portions of existing structural floors and walls.  This project also provides new flooring, doors, windows ceiling, lighting, fixtures, and interior painting.  All plumbing, room partitions, electrical work, fire sprinkler and fire system, heating, ventilating, and air conditioning systems will be reconfigured.  An elevator, elevator lobby, machine room, and emergency generator room will be installed.  The existing roofing will also be replaced.  Work will be performed in Wahiawa, Hawaii, and is expected to be completed by May 2012.  Contract funds will expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Hawaii, Pearl Harbor, Hawaii, is the contracting activity.

                 Henschel, Inc., Newburyport, Mass., is being awarded a $6,492,580 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for submarine valve regulated lead acid automatic battery monitoring systems.  Work will be performed in Newburyport, Mass., and is expected to be completed by September 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-10-D-GS56).

                 Raytheon Missile Systems, Tucson, Ariz., is being awarded a $5,832,633 firm-fixed-price modification to previously awarded contract (N00024-09-C-5303) for fiscal 2010 Standard Missile 2 common production spares.  Work will be performed in Tucson, Ariz., and is expected to be completed by December 2012.  Contract funds in the amount of $5,832,633 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 DEFENSE LOGISTICS AGENCY

                 Henry Schein, Inc., Melville, N.Y. is being awarded a maximum $28,800,000 fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract for distribution of general dental supplies under the Dental ECAT program.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  The original proposal was solicited via the Defense Logistics Agency Internet Bid Board System website with 10 responses.  This contract is for the first option year.  The date of performance completion is Sept. 30, 2011.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM2DE-09-D-7444).

                 Raytheon Co., Andover, Mass., is being awarded a minimum $6,984,202 firm-fixed-price, sole-source contract for radio frequency exciters.  There are no other locations of performance.  Using service is Army.  There was originally one proposal solicited with one response.  The date of performance completion is Nov. 30, 2013.  The Defense Logistics Agency Aviation, Redstone Arsenal, Ala., is the contracting activity (SPRRA2-10-C-0024).
