NAVY

                Abbott General Construction, Inc.*, Hampton, Va. (N40085-10-D-0257); Alderman Building Co., Inc.*, Jacksonville, N.C. (N40085-10-D-0258); Blue Rock Structures, Inc.*, Pollocksville, N.C. (N40085-10-D-0259); Daniels and Daniels Construction, Inc.*, Goldsboro, N.C. (N40085-10-D-0260); Joyce and Associates Construction, Inc.*, Newport, N.C. (N40085-10-D-0261); Quadrant Construction, Inc.*, Jacksonville, N.C. (N40085-10-D-0262); and TEAM Construction, LLC*, Jacksonville, N.C. (N40085-10-D-0263), are each being awarded an indefinite-delivery/indefinite-quantity multiple award construction contract for general construction projects at Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, Marine Corps Air Station Cherry Point, and other outlying facilities in North Carolina.  The work to be performed provides for new construction, demolition, repair, total/partial interior/exterior alteration/renovation of buildings, systems and infrastructure, civil, structural, mechanical, electrical, communication systems, installation of new or extensions to existing high voltage electrical distribution systems, extensions to the existing high pressure steam distribution systems, extensions to the potable water distribution systems, extensions to the sanitary sewer systems, additional storm water control systems, painting, removal of asbestos materials and lead paint, and incidental related work.  The maximum dollar value, including the base year and four option years, for all seven contracts combined is $450,000,000.  Alderman Building Co., Inc. is being awarded task order #0001 at $137,000 for the replacement of windows at Building RR-4 at Marine Corps Base Camp Lejeune, Jacksonville, N.C.  Work for this task order is expected to be completed by January 2011.  All work on this contract will be performed in Jacksonville, Havelock, and other outlying facilities in North Carolina.  The term of the contract is not to exceed 60 months, with an expected completion date of September 2015.  Contract funds in the amount of $137,000 for task order #0001 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 67 proposals received.  These seven contractors may compete for task orders under the terms and conditions of the awarded contracts.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.

                NCS Technologies*, Gainesville, Va., is being awarded $10,632,890 for firm-fixed-price Task Order EJG0 under a previously awarded multiple award computer enterprise software solutions contract for tactical network data ruggedized laptops for Naval Facilities Expeditionary Logistics Center at Naval Base Ventura County, Port Hueneme.  The work to be performed provides for the procurement of Ruggedized Notebook Laptop Computers, software commodity purchases of commercial off-the-shelf, notebooks, ruggedized devices, personal digital assistants, printers, scanners, power supplies, displays, digital cameras, transit cases and related accessories and upgrades.  Limited services include: installation, asset tagging, imaging, site survey, system configuration.  Work will be performed in Gainesville, Va., and is expected to be completed by December 2010.  Contract funds will expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Specialty Center Acquisitions, Port Hueneme, Calif., is the contracting activity (W91QUZ-06-D-0009).

                All Native Services,* Winnebago, Neb., is being awarded a maximum $9,500,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract under the Small Business Administration’s 8(a) Program for installation and repair of inside and outside plant cable distribution systems.  The task orders issued under this contract will provide voice and data transport services and telephone upgrades at various Marine Corps bases and stations nationwide.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $9,500,000.  Work will be performed at Marine Corps Base Camp LeJuene, N.C.; Marine Corps Air Station Cherry Point, N.C.; Marine Corps Base Quantico, Va.; Marine Corps Air Station Beaufort, S.C.; Marine Corps Recruit Depot Parris Island, S.C.; Marine Corps Logistics Base Albany, Ga.; Blount Island Command, Fla.; Marine Corps Base Camp Pendleton, Calif.; Marine Warfare Training Center Bridgeport, Calif.; Marine Corps Recruit Depot San Diego, Calif.; Marine Corps Air Station Miramar, Calif.; Marine Corps Base Twenty-nine Palms, Calif.; Marine Corps Logistics Base Barstow, Calif.; Marine Corps Air Station Yuma, Ariz.; and Marine Corps Air Station Kaneohe Bay, Hawaii.  There is no specific allocation of percentages per location as work is performed on an as-needed basis.  Work is expected to be completed Sept. 15, 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity for contract (M68909-10-D-0011).

                American Science & Engineering, Inc., Billerica, Mass., is being awarded a $9,988,363 firm-fixed priced contract for Z-Backscatter mil-trailer inspection system sustainment.  This requirement is for sustainment support for all 35 fielded Z-Backscatter Van (ZBV) military trailers currently in use by the Marine Corps.  This support will include, but is not limited to, the following:  logistic support, technical support, field service support, warranty tracking support, maintenance and service support, parts support, delivery of required parts, and training and development of training materials.  Work will be performed in Afghanistan (90 percent) and Twenty-nine Palms, Calif. (10 percent), and is expected to be completed Sept. 26, 2011.  Procurement funds in the amount of $9,988,363 will expire at the end of the current fiscal year.   This contract was not competitively procured.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity (M67854-10-C-5031).

                Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $9,018,485 modification to a previously awarded cost-plus-award-fee contract (N00019-03-C-0057) for the development of a dual satellite communication transmit Capability in support of the E-2D Advanced Hawkeye System Development and Demonstration.  Work will be performed in Bethpage, N.Y. (75 percent); Menlo Park, Calif. (17 percent); Westminster, Colo. (4 percent); Ronkonkoma, N.Y. (2 percent); and Whippany, N.J. (2 percent).  Work is expected to be completed in July 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

                The Innovative Technical Solutions, Inc., Walnut Creek, Calif., is being awarded $7,043,982 for firm-fixed-price task order #0003 under a previously awarded environmental multiple award contract (N62473-10-D-0808) for performing remedial action within Installation Restoration Site 25 at former Naval Air Station Moffett Field.  The main objective is to restore the site for unlimited use and unrestricted exposure, including potential use as a tidal marsh that supports a wide variety of habitat and species and stormwater retention.  Work will be performed in Mountain View, Calif., and is expected be completed by September 2012.  Contract funds will not expire at the end of the current fiscal year.  Five proposals were received for this task order. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

                New Breed, Inc., High Point, N.C., is being awarded a $6,972,262 firm-fixed-priced, time and material General Services Administration Federal Supply Schedule task order for logistics services in support of the Marine Corps soft-walled shelters and camouflage netting (SWS&CN) and to provide storage for excess unit issue facility (UIF) consolidated storage program (CSP) equipment.  Services in support of the SWS&CN UIF CSP requirement include overall coordination, streamlining, supervision, item issuance, recovery, maintenance, repair, cleaning, storage, and status reporting.  This contract includes an option which, if exercised, would bring the cumulative value of this contract to $8,459,522.  Work will be performed in Barstow, Calif. (41 percent); Camp Lejuene, N.C. (20 percent); Camp Pendleton, Calif. (16 percent); Okinawa, Japan (14 percent); Kaneohe Bay, Hawaii (3 percent); Twenty- Nine Palms, Calif. (2 percent); Yuma, Ariz. (2 percent); and Beaufort, S.C. (2  percent).  Work is expected to be completed Sept. 14, 2011. Work will continue through to Sept. 14, 2012 with exercise of the option.  Contract funds in amount of $6,972,262 will expire at the end of the current fiscal year.  This contract was not competitively procured.  Proposals were solicited via Navy Electronic Commerce Online, with only the sole source contractor responding to this request.  The Marine Corps Logistics Command, Albany, Ga., is the contracting activity (M67004-10-F-0897).

                Raytheon Space and Airborne Systems, McKinney, Texas, is being awarded a $6,411,436 modification to a previously issued order placed against basic ordering agreement (N68335-07-G-0001) for research and development of high definition efforts in support of a new turret, multi-band imaging system with a special sensor package for the Special Project Program.  Work will be performed in McKinney, Texas, and is expected to be completed in December 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

MISSILE DEFENSE AGENCY

                The Missile Defense Agency is awarding a contract modification valued not to exceed $298,000,000 to Lockheed Martin Space Systems Co. (LMSSC), Sunnyvale, Calif., under contract HQ0147-07-C-0196.  Under this contract modification, LMSSC will manufacture and deliver a total of 26 interceptors for the Terminal High Altitude Area Defense program, representing the first lot buy of interceptors in support of the Battery 3 and 4 procurement. The work will be managed by LMSSC, Sunnyvale, Calif., with final assembly performed at Lockheed Martin’s interceptor production facility, Pike County Operations, Troy, Ala.  The period of performance is projected through June 2013.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

                The Boeing Co., is being awarded a $ 89,292,424 Other Transaction Agreement number (HR0011-10-9-0010).  This work is for the Vulture II Program to research and develop technologies and systems which will enable the military to affordably deliver and maintain a 1000 lb, 5 kW airborne payload for an uninterrupted period of at least five years with an uninhabited, heavier-than-air platform configuration.  Work will be performed in Arlington, Va. (5.28 percent); St. Louis, Mo. (63166-0516) (39.26 percent); St. Louis, Mo. (63166) (46.68 percent); and Seattle, Wash. (8.78 percent).  The work is expected to be completed Feb. 13, 2014.  The Defense Advanced Research Projects Agency is the contracting activity.

AIR FORCE

                Science Applications International Corp., San Diego, Calif., was awarded a $74,999,999 contract which will research, develop, test and evaluate advanced intelligence, surveillance, and reconnaissance technologies in an operationally realist environment to ensure access to a range of object and signal densities and dynamics sufficient to address a range of relevant test scenarios.  At this time, $10,000,000 has been obligated.  Detachment 1, AFRL/PKSR, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-10-C-1887).

                Harris Technical Services Corp., was awarded a $63,784,095 contract modification which will provide operations, maintenance and logistics support to be provided to Air Force Space Command’s 50th Space Wing.  At this time, $12,000,000 has been obligated.  50 CONS/LGCZW, Schriever Air Force Base, Colo., is the contracting activity (FA2550-08-C-8011; PO0057).

                General Atomics Aeronautical Systems, Inc., Poway, Calif., was awarded a $51,509,634 contract which will procure fiscal 2008 MQ-9 Reaper Aircraft Initial Spares, Deployment Readiness Packages, and Ground Support Equipment.  At this time, the entire amount has been obligated.  ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-05-G-3028; 0066).

                ARCTEC Alaska, Joint Base Elmendorf Richardson, Alaska, was awarded a $37,313,092 contract modification which will provide operation and maintenance of the Alaska Radar System consisting of 15 remote radar sites for a 12-month period.  At this time, no funds have been obligated.  673rd Contracting Squadron/LGCZ, Joint Base Elmendorf Richardson, Alaska, is the contracting activity (FA5000-04-C-0011).

                Georgia Tech Applied Research Corp., Atlanta, Ga., was awarded a $23,809,524 contract which will procure Air National Guard sensor engineering support for operational and advanced avionic sensors.  At this time, $14,881 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (HC1047-05-D-4000; Delivery Order 160).

                Georgia Tech Applied Research Corp., Atlanta, Ga., was awarded a $10,813,492 contract which will procure analysis, modeling and simulation, development and field test and evaluation to support the Innovation and Experimentation activities of the U.S. Pacific Command that will enable rapid fielding of warfighter capabilities to improve operational readiness and ensure credible plans.  At this time, $297,619 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (HC1047-05-D-4000; Delivery Order 159).

                Advanced Military Technology, Inc., Lake Oswego, Ore., was awarded a $7,309,311 contract which will procure fully ruggedized laptop computers, warranties, batteries, battery chargers and external drives.  At this time, the entire amount has been obligated.  ACC AMIC/PKA, Langley Air Force Base, Va., is the contracting activity (FA890-10-C-0012).

ARMY

                General Dynamics Land Systems, Sterling Heights, Mich., was awarded a $68,348,663 cost-plus-fixed-fee contract for system technical support for the Abrams tank program with an estimated completion date of Dec. 19, 2011.  Work is to be performed at Sterling Heights, Mich.  One bid was solicited with one received. T ACOM, Warren, Mich. is the contracting activity (W56HZV-07-C-0046; Serial #1939).

                Sikorsky Aircraft Corp., Stratford, Conn., was awarded a $9,421,225 firm-fixed-price contract for long lead parts for the UH-60M aircraft with an estimated completion date of Dec. 31, 2011.  Work is to be performed at Stratford, Conn.  One bid was solicited with one received.  U.S. Army Contracting Command, AMCOM Contracting Center, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-08-C-003; Serial #1937).

                Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $7,105,000 firm-fixed-fee and cost-plus-fixed-fee contract for Patriot Advanced Capability-3 Integrated Fire Control with an estimated completion date of Aug. 30, 2012.  Work is to be performed at Grand Prairie, Texas; White Sands Missile Range, N.M.; and Chelmsford, Mass.  One bid was solicited with one received.  U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-10-C-0304; Serial #1936).

DEFENSE LOGISTICS AGENCY

                Sage Energy Trading, LLC*, Tulsa, Okla., is being awarded a maximum $34,828,174 fixed-price with economic price adjustment contract for direct supply of natural gas.  Other locations of performance are throughout the United States.  Using services are Army, Navy, Air Force and federal civilian agencies.  The original proposal was Web-solicited with 29 responses.  The date of performance completion is September 30, 2012.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-10-D-7501).

                Special T Hosiery*, Burlington, N.C., is being awarded a maximum $7,192,800 firm-fixed-price, total set-aside contract for socks.  There are no other locations of performance.  Using services are Army and Air Force.  The original proposal was Web-solicited with 11 responses.  The date of performance completion is September 18, 2011.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM1C1-10-D-1033).
