U.S. Department of Defense Announces Latest Contract Awards

CONTRACTS

MISSILE DEFENSE AGENCY

               The Missile Defense Agency (MDA) is pleased to announce the competitive award of five indefinite-delivery, indefinite-quantity contracts for advisory and assistance services to one small business:  ERC, Incorporated, Huntsville, Alabama, (HQ0147-10-D-0006) and four large businesses:  Madison Research Corporation, Huntsville, Ala., (HQ0147-10-D-0007); Computer Sciences Corporation, Huntsville, Ala., (HQ0147-10-D-0008); General Dynamics Information Technologies, Incorporated, Fairfax, VA (HQ0147-10-D-0009); and Sparta, Incorporated, Lake Forest, Calif. (HQ0147-10-D-0010).  MDA will award each firm an Indefinite-Delivery, Indefinite-Quantity contract to provide advisory and assistance services to the Directorate for Engineering and the Directorate for Test, Missile Defense Agency.  The contractors will assist the Engineering and Test directorates in providing engineering and test services in support of the Ballistic Missile Defense System.  This procurement is managed by the MDA Engineering and Support Services (MiDAESS) Program Office.  This Directorate is responsible for centrally managing the acquisition of advisory and assistance services for the Agency.  These contracts are being competitively awarded under the full and open (unrestricted) Request for Proposal HQ0147-09-R-0002.  Each contract has a not to exceed ordering ceiling of $1,618,900,000.  The companies will have the opportunity to bid on each individual task order.  Work will be performed in Huntsville, Ala.; Colorado Springs, Colo.; Vandenberg, Calif. and Washington, DC.  The performance period is through August 2015.  Obligations will be made by task orders using Research, Development, Test and Evaluation funds.

 AIR FORCE

               Honeywell Technology Solutions of Colorado Springs, Colo. was awarded a $219,400,000 contract modification which will provide systems and maintenance engineering, network support integration, on site and off site depot level maintenance and software maintenance of the Air Force Satellite Control Network.  At this time no funds have been obligated. SMC SLG/PK, Peterson Air Force Base, Colo. is the contracting activity (P04701-02-D-0006, PO0065).

              General Engine Services of Cincinnati, Ohio was awarded a $39,980,000 contract which will provide for F108 whole engine remanufacture offload in support of war readiness engines.  At this time, the entire amount has been obligated. OC-ALC/GKGK, Tinker Air Force Base, Okla. is the contracting activity (FA8124-10-C-0004).

               Booz Allen Hamilton of Herndon, Va. was awarded a $21,998,726 contract which will provide survivability and combat effectiveness analysis. At this time $248,016 has been obligated. 55 CONS/LGCD, Offutt Air Force Base, Neb. is the contracting activity (SP0700-03-D-1380, delivery order 369).

               Badger Technical Services of San Antonio Texas was awarded a $16,000,000 contract which will provide technical support services for the Air Force Uniform Office.  At this time, $1,296,000 has been obligated. ASC/WNUK Humans Systems Division, Wright-Patterson Air Force Base, Ohio is the contracting activity (FA8606-10-D-6360 task order 0001).

               Ahntech Incorporated of San Diego, Calif. was awarded a $12,716,000 contract modification which will provide personnel, vehicles, equipment, tools, materials, training and supervision to perform operations, maintenance and support for ACC managed primary training ranges.  At this time, the entire amount has been obligated. ACC AMIC/PKCB, Newport News, Va. is the contracting activity (FA4890-070C-0016-PO0032).

              Northrop Grumman Technical Services of Herndon, Va. was awarded a$9,818,968 contract which will provide for AN/ALQ-161A preprocessor flight software engineering support (engineering services). At this time the entire amount has been obligated. WR-ALC/GRWKB Robins Air Force Base is the contracting activity (F09603-03-D-0002-0332).

 NAVY

               FLIR Systems, Inc., Wilsonville, Ore., is being awarded a $27,099,732 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for procurement of electro-optics sensors (EOS) and required training, provision item order, non-warranty repairs, non-warranty repairs over and above, and data for the Shipboard Protection System (SPS) Program.  The EOS is a Forward Looking Infrared (FLIR) Laser Detecting-Ranging-Tracking System, in support of the SPS Program.  These EOS systems are used as rugged and ship-mountable systems to provide surface ships with a day and night, high-resolution, infrared and visible band imaging capability, as well as range finding capability, to augment existing optical and radar sensors for the purpose of detecting and identifying asymmetric threats.  Work will be performed in Wilsonville, Ore., and is expected to be completed in Aug. 2015.  Contract funds will not expire at the end of the fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with four offers received.  The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-10-D-JQ88).

               Trace Industries, Inc.*, Honolulu, Hawaii (N62478-10-D-2369); Contech Engineering, Inc.*, Honolulu, Hawaii (N62478-10-D-2373); and BAM Contractors, Inc.*, Dallas, Texas (N62478-10-D-2374), are each being awarded an indefinite-delivery/indefinite-quantity multiple award service contract for demolition projects located primarily within the Naval Facilities Engineering Command Hawaii area of responsibility.  The maximum dollar value, including the base period and four option years, for all three contracts combined is $20,000,000.  The work to be performed provides for demolition of facilities and structures.  The work includes asbestos removal; removal of lighting ballasts and lamps containing polychlorinated biphenyls and mercury; disconnection of utilities; earthwork; grading; demolition and removal of various buildings, miscellaneous structures, and equipment; site preparation; and all incidental related work.  Contech Engineering, Inc. is being awarded task order #0001 at $1,296,636 for demolition of various bachelor enlisted quarters-related facilities at the Marine Corps Base Hawaii, Kaneohe Bay, Hawaii.  Work for this task order is expected to be completed by Jun. 2011.  All work on this contract will be performed in Hawaii.  The term of the contract is not to exceed 60 months, with an expected completion date of Sept. 2015.  Contract funds for task order #0001 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website,with seven proposals received.  These three contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Hawaii, Pearl Harbor, Hawaii, is the contracting activity.

               EnerSys Energy Products, Inc., Warrensburg, Mo., is being awarded a $17,816,784 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the design and construction of submarine valve regulated lead acid class batteries and associated parts and engineering support.   This contract is for the procurement of replacement back-up batteries for in-service nuclear submarines.  Work will be performed in Warrensburg, Mo., and is expected to be completed by October 2012.  Contract funds in the amount of $12,100 will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-10-D-GS60).

               Raytheon Network Centric Systems, McKinney, Texas, is being awarded an $11,308,497 firm-fixed-price contract for the Improved Thermal Sight System (ITSS) spare parts in support of the Light Armored Vehicle (LAV) 25-A2 used by the Marine Corps in fulfilling its mission associated with Operation Iraqi Freedom and Operation Enduring Freedom.  Work will be performed in McKinney, Texas, and the expected date of completion is Dec. 2011.  Contract funds in the amount of $11,308,497 will expire at the end of the current fiscal year.  This contract was a sole source solicitation.  The Marine Corps Logistics Command, Albany, Ga., is the contracting activity (M67004-10-C-0017).

               Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $9,350,000 firm-fixed-price delivery order against a previously issued basic order agreement (N00019-10-G-0004) to provide integrated logistics services in support of four low rate initial production E-2D aircraft, to include provisioning technical data for aircraft and engines, as well as support equipment.  Work will be performed in Bethpage, N.Y., and is expected to be completed in March 2013.  Contract will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

               Parker Hannifan, Irvine, Calif., is being awarded a $5,815,434 firm-fixed-price contract for the procurement of Air Refueling Store A/A42R-1 (P/N 31-301-48310-5) Avionics System Upgrade performance-based contract that will be used on the E/F/A-18 Hornet aircraft. This includes an avionics upgrade kit and avionics mod kit for the A/A42-1 buddy store.  Work will be performed in Irvine, Calif., and is expected to be completed in September 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via electronic request for proposal, with two offers received.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0074).

               The Consigli Construction Co., Inc., Milford, Mass., is being awarded $5,617,927 for firm-fixed-price task order #0005 under a previously awarded multiple award construction contract (N40085-08-D-2112) for renovation of the Electrical Distribution System Building 20 at the Navy Foundry and Propeller Center, Philadelphia.  The work to be performed provides for major electrical renovations and associated work to include but not limited to replacement of switches, controls, circuits, and transformers and providing new generator, switch, door and ventilation systems.  Work will be performed in Philadelphia, Pa., and is expected to be completed by Oct. 2011.  Contract funds will expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.

 DEFENSE LOGISTICS AGENCY

              Defense Contract Services, Inc., Leander, Texas* is being awarded a maximum $10,114,156 firm fixed price, total set aside contract for fuel management services.  Other location of performance is Florida.  Using service is Air Force.  There were fourteen responses to the original proposal solicited.  The date of performance completion is September 30, 2013.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va., (SP0600-10-C-5045).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

               University of California, Los Angeles (UCLA), Los Angeles, Calif., is being awarded a $ 5,513,411 cost plus fixed-fee (CPFF) contract modification to contract (HR0011-09-C-0114). This work is for the Spin-Torque Transfer Random Access Memory (STT-RAM) program.  Work will be performed in Los Angeles, Calif., (86 precent); Irvine, Calif., (06 precent); Minneapolis, Minn., (07 precent).  The work is expected to be completed by Aug. 30, 2012.  The Defense Advanced Research Projects Agency is the contracting activity.
